Job Description and Duties

This position provides hybrid telework opportunities, with employees required to work in-person at least two days per week. Beginning July 1, 2025, all employees will be required to work in-person at least four days per week in alignment with Executive Order N-22-25.

The Agency Information Officer (AIO) reports to the Secretary of the Government Operations Agency. The executive is responsible for overseeing the information technology functions and governance policy development within the Agency. Partnering with the Chief Information Officers and information technology offices across the Agency, this executive is responsible for leveraging and coordinating equipment, staffing, telecommunications and technology to maximize the use of technology and telecommunications resources throughout the programs of the Agency’s departments, boards, and commissions. In protecting the Agency’s information assets, the executive is responsible for adhering to information security and risk management policies.

Special Requirements

A Statement of Qualifications (SOQ) is required. The examination process for this position consists of a Standard State Application (form STD 678), Resume, and SOQ evaluation. The SOQ will be used to evaluate how your education, training, experience, and skills qualify you for the position. The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing. SOQs must be no more than three (3) pages in length, and typed using no less than 12-point Arial font. The SOQ must address the following questions and in order listed below:
1. Describe a specific instance where you lead the implementation of enterprise-wide technology solution that transformed a business process. Include in your response how you addressed organizational change management and how you measured key results.

2. Describe your experience analyzing and implementing policies and determining their impact on government program and/ or technology. Please describe a time you had to implement a new policy.

3. Describe your experience in developing legislative and budget proposals for innovative ideas in information technology.

4. Describe your experience with product management in which you spent time conducting and analyzing both market research and user research to analyze end user customer needs.
Note: Each response must include the number of years of experience you have and must include specific examples to support your response.

When completing your SOQ, do not provide a single, narrative response. Each question above must be addressed one at a time (i.e.: first provide a complete and independent response to Question #1, then a complete and independent response to Question #2, etc.) for consideration.  Additionally, each response must be numbered and include the full text of the question being answered prior to each individual response to clearly indicate which question you are responding to. In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Collaborative leadership style with demonstrated technical experience and strategic foresight to navigate complex challenges and drive innovation while managing teams and influencing stakeholders
  • Demonstrated knowledge of the technical requirements of large-scale automation projects (including hardware, software, and personnel) involving an extensive planning process using agile approach
  • Experience in implementing and managing large-scale (multi-million dollar) automation projects over the course of multiple years using an iterative approach
  • Demonstrated knowledge of principles and practices of policy formulation and human centered design; ability to analyze and implement policies and determine their impact on government programs and/or technology
  • Demonstrated experience in Information Technology operations and management including the development of new technology applications, such as artificial intelligence (AI) and generative AI, that can be used to assist management in improving the efficiency of operations, the collection of program data, and the accuracy and usability of managerial reports
  • Demonstrated ability to advise the Agency Secretary, State CIO And Departmental CIOs regarding business processes, operational programs, and Information Technology resources
  • Demonstrated ability to develop working relationships with representatives at all levels of government, the public and the Legislative and Executive branches
  • Demonstrated knowledge of long-term technology and innovation vision of the Agency and its various subordinate entities
