Telecommuting Allowed: Negotiable, up to 50% Rate: Depends on experience
Position Overview:
The New York State Office of Information Technology Services (ITS) is seeking an Expert-level Business Analyst to support key projects for the Department of Environmental Conservation (DEC), including pesticide reporting, licensing, environmental bond act information systems, and lab data management initiatives. This is a 24-month full-time engagement beginning on September 9, 2025, with work based in Albany, NY and telecommuting options up to 50%.
Responsibilities: - Collaborate with project managers, technical staff, and agency stakeholders to support Software Development Life Cycle (SDLC) activities.
- Define project scope and analyze business problems, recommending system and process solutions.
- Act as a liaison to gather, validate, and communicate functional and non-functional requirements.
- Create and maintain clear documentation including business requirements documents (BRDs), workflow diagrams, mockups, and system specifications.
- Develop "as-is" and "to-be" business process models to support modernization and transformation efforts.
- Facilitate requirement workshops including JAD sessions and structured walkthroughs.
- Ensure traceability of requirements throughout the lifecycle of each project.
- Develop and execute test plans and test cases to support user acceptance testing (UAT).
- Ensure alignment with ITS governance standards and Secure Systems Development Lifecycle (SSDLC) practices.
Qualifications:
- 7 years of experience eliciting and analyzing business needs, converting them into functional/non-functional requirements.
- 7 years of experience developing documentation such as BRDs, use cases, mockups, interface specifications, and flow diagrams.
- 7 years of experience facilitating requirement workshops including JAD sessions and walkthroughs.
- 7 years of experience managing the requirements lifecycle, including traceability and change control.
- 7 years of experience creating and executing test plans and supporting UAT.
- Bachelor’s degree in Business Intelligence, Information Technology, Health Science, Criminal Justice, Public/Business Administration, or a related discipline.
- CBAP certification from the International Institute of Business Analysis (IIBA) is required.
