Job Description

OCT Consulting is a business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

OCT currently has an opening for a Financial Analyst to work with our federal client, the U.S. Coast Guard Directorate of International Affairs and Foreign Policy Advisor (DCO-I). This role will provide financial management support to the Office of International Affairs, Security Cooperation Division (DCO-I-2), Resource Management Team, in the formulation, execution, reporting, and reconciliation of reimbursable program funds. This position is contingent upon contract award.

DCO-I is responsible for advising, informing, and assisting the Commandant on strategies, foreign policy matters, and the general impact of USCG programs and operations on U.S. International Affairs. DCO-I coordinates all aspects of USCG International Affairs activities including the managing and executing of the USCG passport and visa issuance program, negotiating agreements, participating in international organizations, training foreign personnel through the United States Government Security Cooperation Training and Education Program, arranging visits by foreign officials, providing technical assistance to foreign governments, and monitoring of USCG personnel foreign travel.

Day to day responsibilities include:

  • Review financial reports using the USCG's automated financial system to determine and communicate the status of specific accounts to the DCO-I financial team lead and assist in correcting any errors or discrepancies
  • Research, identify, and reconcile all outstanding obligations using the USCG's automated financial system
  • Assist the USCG financial institutions and responsible program offices with the liquidation of outstanding obligations or the processing of requests for and conducting the timely de-obligation of remaining balances on accounts to be closed out
  • Prepare all files for final closure and ensure all financial documentation is filed locally
  • Prepare line-item reports using the USCG's automated financial system data and prepare documentation that displays extracted data from automated reports as a transaction line-item summary of expenditures
  • Prepare financial footnotes that summarize account discrepancies revealed as part of the close out process
  • Monitor and report on the individual project transactions, obligations and expenditure rates of appropriated and reimbursable accounts as required by the funding agency, USCG regulations, or as directed
  • Reconcile current and prior year financial accounts within the prescribed timelines of the funding agency and as mandated by federal regulations
  • Prepare files, accounts, and supporting documentation to meet USCG and interagency financial management requirements and assist in the preparation of financial audit packages

Requirements

  • Must be a U.S. Citizen
  • A minimum of five (5) years of financial management experience working with USCG, Department of Defense or Department of State international training and assistance programs that demonstrate the ability to conduct detailed financial analysis and provide detailed reports to internal and external customers to ensure inter-agency coordination of various financial agreements such as MIPR's, IAAs, and 7600's
  • A minimum of five (5) years of experience in applying the principles and practices of budget formulation to review, edit, and consolidate budget requirements for reimbursable and appropriated funds and to adjust financial guidance as appropriate
  • A minimum of five (5) years of experience applying standard principles and practices of budget execution of appropriated and reimbursable fund budgets to determine obligations, expenditures, and requested allocations are within approved funding limitations
  • A minimum of five (5) years of experience with conducting disbursements and utilizing standard accounting methods, procedures, and techniques to maintain, balance and close out appropriated and reimbursable accounts
  • Experience with using USCG computerized data information systems and software to track budget planning
  • Bachelor's degree in Accounting, Finance, Business Administration, or related field preferred
  • Strong analytical and problem-solving skills
  • Excellent attention to detail and accuracy
  • Proficiency in financial software systems and Microsoft Excel
  • Clearance Requirements; the investigation will involve a credit, fingerprint, and law enforcement agency check typically associated with Moderate Risk Public Trust clearances

Location: Full-time, on-site in the Washington, D.C. area (subject to change if requirements shift)

Salary Range: $100,000 - $130,000 yearly commensurate with experience, education, etc.
