The Northern California High Intensity Drug Trafficking Area (NC HIDTA) and the Northern California Regional Intelligence Center (NCRIC) is seeking applicants for the position of Intelligence Analyst. This position is located at the Federal Building at 450 Golden Gate Avenue, San Francisco, CA. The hours of service are Monday through Friday, 7:00 a.m. – 6:00 p.m. Personnel assigned to the position may work 4 days a week with 10-hour workdays.  Personnel may be assigned to work at off-site locations within the NC HIDTA/NCRIC area of responsibility. To learn more about the program visit: www.ncric.ca.gov.

The ideal candidate for this position will be a motivated professional who:

  • Possess a bachelor’s degree in International Studies, Information Technology, Statistics, Mathematics, Information Management, Criminal Justice, or a related field.

  • Has experience participating in information-sharing initiatives for law enforcement.
  • Knowledgeable in the development and processing of the intelligence cycle.

  • Knowledgeable in tactics, techniques, procedures, and intent of criminal actors.
  • Is proficient in computer operations including, GIS mapping, word processing, data management, statistical analysis and software applications and networks.
  • Independently motivated to pursue new tools, technologies, and training opportunities.
  • Interested in researching, compiling, and analyzing threat information.
  • Demonstrates experience translating technical information for non-technical audiences.
  • Can analyze multiple sources and feeds of cyber threats and incident information for relevance and sharing to partners.
  • Is proficient in software applications and networks.
  • Can provide tactful assistance to the public, law enforcement and private sector partners often under time-sensitive conditions as well as provide awareness-level presentations to law enforcement, private sector, and general public.
  • Applies privacy, civil rights, and civil liberties protections within the analytic process and to analytic products, such as application of the 28 CFR Part 23 regulation and the handling of personally identifiable information (PII).
 
It is highly desirable that applicants possess one (1) year of experience working in the crime analysis and/or intelligence fields and have completed or are willing to complete training in one of the programs listed below, or its equivalent:  
  • California State University, Crime and Intelligence Analysis Certificate
  • International Association of Crime Analysts – Certified Law Enforcement Analyst (CLEA) Program
  • Federal Bureau of Investigations Center for Intelligence Training
  • US Department of Homeland Security, Intelligence Training Academy, Basic Intelligence and Threat Analysis Course (BITAC) 
  • Drug Enforcement Administration - Federal Law Enforcement Analyst Training (FLEAT)
  • Drug Enforcement Administration - Basic Intelligence Research Specialist (BIRS) Training
  • Federal Law Enforcement Training Center's (FLETC) Intelligence Analyst Training Program
  • International Association of Law Enforcement Intelligence Analysts (IALEIA) – Foundations of Intelligence Analysis Training (FIAT)
  • SANS, GIAC certification or similar Information Security or Cybersecurity Basics Training
  • National Computer Forensics Institute, Basic Investigation of Computer and Electronic Crimes
  • Naval Postgraduate School & US DHS Center for Homeland Defense and Security
  • Crime Prevention Through Environmental Design (CPTED) Certification
  • International Association of Emergency Managers (IAEM) Associate or Certified Emergency Manager Certification
  • TEEX Infrastructure Protection Certificate
  • FEMA, Emergency Management Institute, NIMS/ICS Training

Examples Of Duties

Intelligence Analysts are responsible for:  

  • Maintaining awareness of threats and vulnerabilities with potential impact to local law enforcement and critical infrastructure partners.
  • Developing written products and presentations analyzing current and emerging threats to communicate timely, actionable, and relevant intelligence to public and private sector partners.
  • Providing case support to mitigate crimes and hazards in the NC HIDTA/NCRIC area of responsibility and thoroughly documenting tactics, techniques, and procedures involved.
  • Producing threat assessments, vulnerability assessments, strategic reports and tactical and operational analytical products.
  • Conducting link chart analysis, call record analysis, geospatial analysis, and data entry.
  • Providing case support relating to investigations of drug trafficking, major crimes, money laundering, gangs, violent crime, and serial crime events.
  • Providing support during emergency events, planned special events, training events, and training exercises.
  • Responding to cyber incidents, defending against cyber-attacks, and producing relevant, timely and actionable cyber intelligence.

 

Qualifications

Licensure/Certification:Possession of or acquisition of a valid certification in Crime and Intelligence Analysis within 12 months of appointment.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

  • Education equivalent to a Bachelor's Degree in Statistics, Mathematics, Quantitative Analysis, Information Management, Criminal Justice or a related field.
  • One year of experience involving crime data collection, statistical research and analysis, and working with criminal intelligence automated systems design and implementation.
Knowledge of:
  • Methods and techniques used in researching, compiling, sorting, evaluating, and analyzing statistical, theoretical and factual criminal and offender information.
  • Computer operations including, GIS mapping, word processing, data management, and statistical analysis. 
  • Distinction between crime patterns, series, and trends.
  • Cyber incident prevention, cyber incident response capabilities and fusion center responsibilities.
  • Business English. 
Skill/Ability to:
  • Synthesize a large volume of cyber, vulnerability, and criminal threat data.
  • Communicate effectively orally and in writing.
  • Compose written reports sharing information to diverse audiences.
  • Read and interpret maps and other geographic information systems.
  • Work with personal computers, perform data entry and basic programming. 
  • Make oral presentations.
  • Ability and willingness to testify in court.
Other Requirements: Must successfully complete a thorough law enforcement background investigation prior to appointment and obtain a National Security Clearance within the first eighteen (18) months of employment. The law enforcement background investigation and the National Security Clearance require successful completion of a polygraph examination.

EXAMINATION PROCESS
The examination process will consist of the steps detailed in order below. Not all applicants meeting the minimum qualifications are guaranteed advancement through any subsequent phase of the examination. Examinations will be given in San Mateo County, California or the vicinity.  Portions of the examination process may be conducted on a virtual platform, determined by the organization.  Applicants must participate in the examination process at their own expense.

 

  1. Initial review of application materials. At this step, applicants submitting incomplete application and responses to supplemental questions, lacking relevant qualifications and/or not following instructions will be disqualified. Application submissions that do not follow instructions will be rejected. Applicants who pass the initial review will be further evaluated for relevant training and experience. 
  2. A screening (weight: pass/fail) of relevant training and experience based on relevant work history and background as listed on your application and the responses to the supplemental questions. At this step, subject matter experts will select those applicants whose education and experience most closely match the current needs of the organization.  Because of this process, not all applicants are guaranteed advancement through the exam process. Applicants who pass this screening will be invited to a written exercise. 
  3. A written exercise examination (weight: pass/fail) will include an online, virtually proctored written exercise to demonstrate the applicant’s ability to follow instructions, comprehend written product and proficiency examination that will be taken online with a virtual proctor.  Applicants will be expected to participate in the written examination portion of the process and will be required to provide their own reliable computer with a high-speed internet connection, a microphone, a webcam (internal or external), and a Windows or Apple Operating System.  Applicants will be given the opportunity to schedule the written exercise within a given time frame.   
  4. Panel Interview (weight: 100%). Applicants who pass the written exercise examination will be invited to a panel interview.  Applicants who pass the panel interview will be placed on an eligible list and ranked based on their interview scores. Selections will be made from the top seven candidates on the list. Interviews will be conducted virtually; applicants must participate at their own expense and must adhere to the dates listed below.
